Oceania Rugby 7s 2024 Includes Japan Men’s Development Team
The Oceania Rugby 7s 2024 will be hosted in Honiara, Solomon Islands from December 7-8 and the regional tournament is important for participating teams with two men’s and one women’s place up for grabs in the World Rugby Sevens Challenger Series 2025.
The tournament was confirmed to be held by the Solomon Islands following an agreed Government partnership with Oceania Rugby and the Solomon Islands Rugby Union Federation – this is the first time the tournament is being held outside of Fiji, New Zealand, Australia, and Samoa.
Oceania Rugby General Manager, Frank Puletua, praised the Solomon Islands’ commitment to rugby and sporting excellence.
Puletua said “Bringing all these teams to the Solomon Islands, a land with such deep historical significance, is truly special. This is a place where many nations once met in conflict, but now, through the unifying power of sport, we come together.
Hosting the Oceania Rugby 7s here is not only about celebrating rugby but also about bringing the game back to its roots in the Pacific islands. It’s a chance to honour our shared history while showcasing the strength of our region through rugby 7s—a sport that unites us all.”
In total, 15 men’s sides and 9 women’s sides are due to participate in the two-day tournament.
World Rugby Sevens Challenger Series 2025 Qualification
The two highest-ranked non-HSBC SVNS-qualified men’s teams and the highest-ranked non-HSBC SVNS-qualified women’s teams from the Oceania 2024 Sevens will secure spots in the World Rugby Challenger Series.
The inclusion of the Japanese men’s development team is a surprise – the senior men’s side has already qualified for the Challenger Series as they were runners-up in the Asia Rugby Emirates Sevens Series which concluded in Bangkok at the start of November.
However the competition, in addition to the usual host of teams from the Pacific, appears to include several development teams not eligible for Challenger Series qualification including the Japanese, Australian, and Fiji development teams.
Papua New Guinea men and women are not included as they are currently suspended by Oceania Rugby and both sides had qualified and played in the World Rugby Sevens Challenger Series last season.
With PNG’s exclusion, from the men’s side, Samoa and Tonga would appear to be favourites to qualify – Samoa were relegated from the SVNS Series last season while Tonga did compete in the Challenger Series. For the women, Samoa and Tonga would appear to be the front-runners.
Why won’t Papua New Guinea Be Participating in the Oceania Sevens 2024
In June 2024, Papua New Guinea’s men’s and women’s teams withdrew from the World Rugby Sevens Repechage in Monaco with the reasons provided including player welfare and a failure to secure the necessary travel documentation.
As a result, in September 2024, Oceania Rugby suspended the Papua New Guinea Rugby Union (PNGRU) due to concerns about the board and management’s conduct. The suspension includes a loss of voting rights, a ban from Oceania Rugby competitions, and a delay in funding.
